Notes.ini must be always located in data directory

Please make sure the notes.ini is always located in data directory.

The all client still expects the notes.ini in program directory.
The program directory should be read-only and the notes.ini belongs into the data directory.
Domino moved the notes.ini for Windows for security and consistency reasons.

    In that case why only optimize the notes.ini behavior.

    Make the Admin- and Designer-Client (All Client) MutliUser ready (incl. SharedData in %ProgramData%) and put the Data folder where it belongs => %LocalAppData%.

    That would be a Game Changer for Client Deployments for Admins & Designer.
