Ability to enforce and lock “Application Templates (NTFs)” and “Local free time info” options via policy

Description: Provide administrators with a policy-based method to automatically enable the “Application Templates (NTFs)” and “Local free time info” checkboxes in the Notes client Replication & Sync settings and prevent users from disabling them.

Business Value: This ensures critical replication behavior (updating client templates and maintaining local free time lookups) is consistently enforced across all users, improving reliability and compliance while reducing support overhead caused by end-user changes.

Expected Behavior: Once applied, the policy should activate the checkboxes on the client and render them read-only (greyed out). It should integrate with the existing “How to Apply” enforcement framework in Domino policies.
