In my opinion there should be some configuration options for this scenario:
a) prompt (ok) and fail over
b) silent fail over
c) prompt (ok) and no fail over
d) prompt (yes/no) - yes (fail over) / no (stop)

Have you tried the setting described in technote Can Notes failover prompts be eliminated? to disable silent failovers?
