We have the same problem.
If users are not allowed to recall messages e.g. the organisation does not want it, but they see the option, they will try to do it sooner or later.
We administrators can deactivate message recall on server side but we can not make it invisible in the client itself and so users will ask, why the message recall does not work.
Alternatively, keep the option but allow Administrators to make it grayed out through a policy for most users.
