Make "Recent Contacts" in names.nsf authoritative (not dipTable)

The Recent Contacts list exists with a user's names.nsf.  It also exists within "C:\Program Files (x86)\IBM\Notes\Data\workspace\.metadata\.plugins\com.ibm.notes.dip\" as a set of dipTable files. These two locations are synchronized in the client, at certain times.

If the workspace folder is removed, instead of the dipTable being re-populated from the names.nsf, the names.nsf version is cleared.  This is obscure, and makes it more troublesome to move a user from one computer to another (while maintaining their contacts).

If the dipTable is needed for some Eclipse reason (I assume this is why it exists), it should be a one-way synchronization from the names.nsf into dipTable.  Any change to the Recent Contacts should happen primarily within the names.nsf.
