Location document - option to force use of a preferred server when opening DBs / links

In the location document add new option e.g. "preferred server". The option would be for a specified server or "local"

When a location is chosen all replica icons for the "preferred server" would then be forced to the top of the icon stack. Or, alternatively, drop the concept of icons for different servers and just try the "preferred server" first. This would be less complicated for users. 

The open application dialogue box should default to the "preferred server".

Document and database links should try the "preferred server" first.

Example use case: for locations setup for slow internet connections. In these situations users often end up with a mix of icons pointing to different servers or local replicas and work inadvertently on a server when a local replica would be the best option. A help desk could tell the user to switch to a specific location knowing they would then be forced to use a local replica.

This could also be used to stop users straying onto the wrong server in a remote location.
