To me this is a bug, not an enhancement request.
It the intent was to show in the preview pane the information of original memo, then why:
The Subject is shown as modified and not the original?
Clicking on "Show details" I get the modified names (correct), which is totally inconsistent with the default information I get?
Moreover, the standard reply on a Memo with multiple recipients will open a new Reply with only one recipient in the "To" field (the actual sender). Why the preview pane of the saved draft shows all the recipients of the original e-mail? It doesn't have a meaning, it's just confusing.
There is similar phenomenon as this Enhancement Request which was reported in SPR # TKAACYU7FT with the following steps.

(Steps to reproduce)
1. Notes Admin open new mail
2. Set "Notes User001" in To: field
3. Click "Send"
4. Go to "Sent" view
5. Select the sent mail in Step 4
6. Right click on the mail, and choose [Copy into New] - [Message]
7. Change "To" field to "Notes User002"
8. Click "Save as Draft"
9. Select the saved mail in Step 8 in "Drafts" view
10. Open preview screen
(Result)
Even though the To field was changed to Notes User002, the recipient in the preview screen is still Notes User001.
This problem is reported in Notes 12.0.x and 14.0, too.
