Ability to record who read document dialogbox at notesview level OR abilty to disable Dialogbox (partial o r total)

Spanish LOPD law (who stand for Organic Law on Protection of Personal Data) asks to monitor who access the data for specific sensitive data/databases. Domino is no exception.

It is mandatory to secure access to personal data and to record who read/modify/delete the data of this very specific database.

in the Domino world our customers use the notestracker tool (comercial australian made NSF), but it has one flaw:
Users can read data of documents by using dialogbox from notesview without control.

This is because no event is triggered by this action.

We need a solution. It could be:

-ability to disable on demand the content of the Dialogbox (partial or total or following parameter from the document)

User has the right to read the document. Requirement is that to record it, and so to have an event who trigger (OnLoad kind of)
