Make Notes client's FP installer check all files and folders are unlocked at first

Sometimes Notes FP installation is failed with the following error.  Perhaps, some process are remained to lock the files.

"Failed to rename directory"

Notes's installer is very huge (e.g 901FP10IF6 is about 600MB!) , and it takes long time to install.

The error occurs almost at the end of installation, so it cause of waste time.

If installer check all files and folders are unlocked at the beginning of the installation, it could reduce time spent on installation.
