Create signed dlls for Notes installation so it can be used by whitelist applications

Currently if using certian whitelist application (AppLocker, Iventi etc) the notes dlls found in the program directory need to be added as exception as they are not signed. If these dll were signed then they could be added without the need for an exception.

    The status "Under Consideration" is showing me that HCL doesn't know the consequences in delivering unsigned DLL's. More and more organization are blocking unsigned DLL's and are NOT willing to do different.
