Remove softlocks on stationary in shared mail

This is probably more of a bug than a new idea but throwing it out there anyway. In shared mail databases when someone creates a new mail with stationary it locks the stationary to the user. When someone else comes along to create a new mail with the stationary it only opens the stationary in read mode. The only way to release the lock is for that person to close the mail database and reopen. I know there are some workarounds but this should be a thing to begin with.
