Mail rules can be used to put documents into folders. The All documents view is supposed to display all documents regardless of which folder they are in.
I think this would break how Domino/Notes works. All Docs is meant to be All Docs - it gives you the ability to find a doc regardless of any folder it may currently be in, which can make life a lot easier.
