Allow SafeLinx and Nomad login pages to be translated to the preferred language that is set on the browser settings, and fallback to English if the preferred language is not supported.

Problem/Current behavior: When a user is presented with the SafeLinx or Nomad login page in the browser, the language is always in English even when the preferred language in the browser setting is set to a language other than English.

Acceptance criteria: As a user, I should be presented with a SafeLinx or Nomad (when SafeLinx is used as the Nomad server) login page that is translated to the language that is based on my preferred language set on my browser settings. If the first preferred language is not supported, work through the other preferred languages listed (if any) and fall back to English if the other languages listed are not supported.
