Don't force "Use tabbed windows for multiple chats" when persistent chat functionality is enabled

Currently, users are forced to use the "tabbed windows for multiple chats" option in the client when persistent chat functionality is enabled server side.

Some users really prefer to use single/separate chat windows.

Please change the Sametime client so users can choose which chat window interface to use.

    This request is valued, certainly understand the need for separating chats. Tabbed chats is our immediate focus for improvement, but this will be considered. For now marking won't do.
