Allow use of contact list for outgoing VOIP phone number dialing in Sametime Meeeting Merged

Currently if outgoing VOIP support is enabled, when in the meeting you are able to initiate a audio connection for another party to join the meeting.

The problem is lack of directory support. You must manually key in the phone number of the person you are calling. Not friendly nor productive.

    Thanks, I've added to improve VOIP calling via a directory look up to the feature created from STC-I-484. Merging with that idea.
