TCP can be configured, but not as the default over UDP or fall back. To avoid secure networks blocking UDP, deploy a TURN server which in 12.0.2 can be installed with Sametime thru managed charts.
Perhaps not by default, but we need to have all information to configure Audio Video streams on TCP with another IP. Some customers block all traffic other than 443. So we need to have the ability to configuration Sametime Meeting in 443 and Audio Video Streams in 433 too (in different IP).
I vote for: Use the more efficient UDP as default and always enable the TCP fallback option during installation.
