Sametime today includes support for offline messaging - and an offline user will receive messages when he/she logs in. With the enhancements planned for multi-device login, the intent is that messages will be delivered when one logs in on any device, even if the messages were received on another active device at the time.
Your desire for "immediate notification" is something we will take into consideration as a configurable option.
