allow installation in a domain that uses xACL

If you try to install Sametime 11.6 on a server in a domain that uses xACL, you will not be able to do it. This is a known issue (https://support.hcltechsw.com/csm/en?sys_kb_id=c602ac241b6df30083cb86e9cd4bcb2f&id=kb_article_view&sysparm_rank=1&sysparm_tsqueryId=f129c555dbd86c50a45ad9fcd39619a3), but the provided solution (disable xACL, install Sametime, re-enable xACL) is not feasible. If you disable xACL you will lose forever the settings and have to recreate them manually one by one when re-enabling it. (https://help.hcltechsw.com/domino/10.0.1/conf_disablingextendedaccess_c.html) "Disabling extended access removes all evidence of extended ACL settings, information that cannot be recovered unless you restore it from a recent backup or archive of the directory, or unless you write down the settings prior to disabling them and then reapply them manually later."

    Starting in version 12, Domino directory is not an installation dependency. As a result xACL support is not required.
