with telephony enable, users can dial in for audio only. If connecting from a workstation, they can keep the video off under bandwidth constraints.
Is this requesting user control (disable all videos streams for an individual) or Meeting settings control (only allow audio for everyone)? As mentioned, with telephony enabled a user can join by dialing in which would be audio only for that user.
An example of this use case ... user is on a satellite internet connction. High bandwidth for downloads, but horrible lag and jitter for audio. User solves this by dailing in for audio, but uses the sat connection for video and screen share participation.
Current product just denies the user access to video to preserve audio that is already solved by being dialed in.
