Provide a much simpler Sametime Limited Use Server experience

Please reintroduce the com.lotus.sametime.admin.policy.PolicyServlet, well-known from Sametime 8.5.x, as part of the Sametime Community Server, thereby eliminating the need for the fat DB2/Websphere/SSC server(s) stack just to manage a simple single Domino Sametime Community Server Limited Use. For the very same reason, also officially support the use of the native Domino Directory again (the option is still present when installing the community server, but no more officially supported since Sametime 9.0.1). To compensate for that loss of complexity, you may consider to allow rich text chat and P2P file transfer features for LU Server.
