Sametime Admin UI: add a function to add additional admins/users/

In the Sametime Admin UI only ONE admin is able to get access to it, open Monitoring view and so on.

To add an additional user as an admin or as a read-/view-only you need to go to the shell to register them.

Wouldn't it be nice to register new users and assign admin or other roles using the Admin UI?
