Admin UI: add a new section to controll managed_settings

In order to pre-set or enforce sametime client settings you can adjust the managed_settings.xml.

The Location, where the sametime clients can find these managed settings is provided in the policy_users.xml with the parameter im2012.

My Idea is to add a new section for Managing Client Settings in Admin UI that interacts with the already existing Policies UI.

Within the Managed Settings UI you should be abel to start with "use default settings" or "custom settings".
In case of "custom settings" this UI shold display a preferences menu like you can see in Sametime Client preferences. Starting with the out of the box default settings.

Wouldn't it be nice to control the client settings from here and define whether or not to deploy these settings as mandatory or as a starting option?

f.e. you wan't enforce your clients to use 24h time format. you need to change the option from 12h (am/pm) to 24h and mark it as forced
