Disable FileTransfer in backend

When you disable FileTransfer by policy, it's still possible to transfer files by API. We need to disable FileTransfer from backend till frontend.

    If the API is being called by a user, the policy can be disabled for that user.

    I'm understanding this request to completely disable the File Transfer capabilities on the server to ensure no File Transfer action can ever be processed by the Sametime server.
