Need Sametime to support double-byte chars in the xml config files

In countries whose primary language is NOT English, they may use their lanuage into Sametime environment.

For example, customer is using Chinese chars in their LDAP, such as CN=admin, OU=管理，DC=test, DC=com

If set this account as bind dn in Sametime config files(StCommunityConfig.xml/UserInfoConfig.xml.), then, LDAP can't be connected due to Invalid credentials

And the Chinese chars would be converted into mess code in sametime logs.

Thus, request Sametime to support double-byte chars in the xml config files.
