Need disable some users send encrypted/signed mail, others can send encrypted/signed mail

There are only parameters NTS_ENCRYPTION_ENABLED and NTS_SMIME_SUPPORT to control encrypt or sign mail messages from the current traveler server for the whole users/devices that connecting this traveler server.

But customer need one feature to allow some users send encrypted/signed mail, others disable send encrypted/signed mail messages (they wish they also can see encrypted/sign option from HCL Verse mobile, but it display as grey and unchecked options).

So pls consider to add this feature on the Notes Traveler Settings document, then use policy push to users/groups, thanks!
