Don't start Traveler if version mismatch is detected

Traveler has logic that if it detects that the Domino version it's running on and the version it was installed for are different, a warning is logged and the status is now red. This condition often happens when a customer upgrades Domino (release boundary) but does not re-install Traveler. Re-installing Traveler is required so that it will lay down the Domino release compatible libraries. We've found that customers don't necessarily notice the red status or the warnings. This mismatch condition is a real concern since Traveler functionality could be compromised (crashes, corruption, etc). To force customers to deal with this mismatch, the server should log the message and the exit (we have other conditions like this).
