Additional form setting "Only one submission at all"

For each form we can activate the setting "Single submission per authenticated user". There is also a need to have "Only one submission at all" for some special cases. The goal is to limit the number of document created by this form to one document at all, no matter how many users will try to submit, but only one document should be allowed. From an administrative point of view, there are several applications where we want to outsource configuration settings to a leap form, so that specific subset of users can configure stuff without editing the application design. Regarding several configuration forms, it's important that a specific configuration document is only available once in the application.
