Expand CC and BCC fields by default when creating a new memo

All users need CC / BCC email to the manager, so users feel it is troublesome when create a new memo to click "cc|bcc" every time to expand CC and BCC fields.


Therefore, they request to expand CC and BCC fields by default when creating a new memo.

      agree with suggestion it should be controlled via user setting

      option to set a default via policy would be good

      Should add one feature to allow end user set display or hidden CC/BCC field in personal preferences according to everybody's need.
