Needs a parameter in notes.ini which can control to hide/display the archive links

Customer needs a parameter in notes.ini which can control to hide/display the archive links on the left navigation bar.

Background: Customer does not want to expose the address of the archive server, therefore the URL redirect is passed by NGX reverse proxy. In this case, VOP users cannot open the archive database by clicking the archive link, thus the customer want to hide them. They had customized code to achieve achive DB opening.

      Please L3 team help to consider hide it because we use nginx server to access the archive databases. So the URL of this archive link is not suitable for us, thanks！
