Allow to Create Folders by delegate user in Verse even if "Delete Documents" access is not given in ACL

Currently when User A delegates his mail file to User B from Notes Client and then when User B opens the mail file of the User A, the option to create a "New Folder" is missing and thus User B can't create a new folder. But if the access to "Delete Documents" is given then User B gets an option to create the new folders.

However it is requested to make these settings independent of each other because User A wants to allow User B for creating new folders but doesn't want to allow to delete any mails in the mail file. So if the option to "Delete Documents" is removed then even the option to create a new folder is missing which should not be the case.

This Enhancement Request is submitted for HCL Verse 3.2.2 version.
