Have you asked Microsoft about this? I would recommend asking them how to deploy a PWA via Edge and see if that creates and option for you.
If you are wanting to deploy on mobile then I'm not sure Microsoft Group Policy Options are designed to be capable of MDM, but that's a idea for you to put to Microsoft.
