As per the documentation below, the three-click requirement in Verse On-Premises is a server level feature enabled through the Notes.ini parameter VOP_GK_FEATURE_217=1.

Currently, there is no supported option to configure exceptions for specific users or groups. The feature applies uniformly to all users hosted on the same server.

The only possible workaround would be to set up a separate Verse server for users where this setting is not enabled.

Idea:
allow a whilelist at server level, so the coroporate weblink are not tag as suspicious.
And user do not receive a popo to accept to access the link
