Export of local contacts in CSV format while using iNotes mailfile.

While using iNotes, user/administrator should be able to export the contacts stored in mailfile in CSV format. As of now, it is only possible using Notes Client.

Add a policy setting for "Show Toolbars only when editing"

Add a simple policy setting to enable/disable by default this behaviour. In my opinion, it shoudl always be disabled otherwise it causes an unpleasant flicker.
