Ability to push changes from populatedHTML.htm to all user Notes Clients

Disable the shortcut bar

User can hide shortcut buttons, but user can not hide shortcut bar. Customer want to hide the shortcut bar with Social Theme(ONEUI). There is no way to hide shortcut bar with Social Theme. This is reproduce in Notes 11.0.1 FPx and 12.0 as well....
