Limiting user's access/view to other groups/organization/department wihtin the same domain/directory

Users from a department would like to only access other users only in the same department or it is either access everyone in the directory but not a specific department/group. They would like to apply this for both Domino and sametime.

Ability to receive immediate notification when email is opened (trought embedded blank pixel sized image)
