Add support for Application Access from Mobile OS

Currently accessing Domino application via browser on mobile OS is not supported.The customer requests general support for Domino application access for mobile(Android,iOS,Windows mobile etc.).

A meeting with A/V should have the option that _any_ user can start the A/V, even if a moderator is not present

Especially on internal meetings there is no reason to wait for a moderator. So it would be preferred that all users can do "join call" after the first user has joined.
