Domino Designer: Add a feature Strict type checking option at compile time

Currently, strict type checking is only happening at runtime and it is working as designed.

As an end user/developer, Domino Designer's compiler needs to add a strict type checking feature at compile time.

It is a feature of statically typed programming languages where the compiler rigorously verifies all type constraints before the program runs. This process, also known as static type checking, helps catch potential errors early in the development cycle.

With that, it will have an advantages such as early error detection, performance, and code reliability.

That new setting should be optional in Domino Designer to toggle turn on and off.
