Controlled Access Section - allow users with reader access to use HotSpots in the section

We use HotSpots to provide links to other documents so users can easily navigate to relevant information. For example, click on the customer name on an invoice to take you to the customer record.

If the HotSpot is in a Controlled Access Section then the HotSpot does not work.

I realise the reasoning may have been that this HotSpot may update fields on the form so a tick box option on the HotSpot "allow readers to execute" would be a good option.
