Actionbars and views can be easily bulk-edited exporting the whole design in DXL, performing some replace (even in the same LSS Agent, using the NotesDOMParser) and re-importing it.
I've refreshed dozens of applications this way. I don't think it's necessary to have a specific tool to do that.

Great idea. Long time ago I created a script which made this work via dxl. It was nightmare.
We use the Ytria suite to do design changes like this. That being said I agree that it would be of benefit to have a CSS like style that could be applied to design objects.
HCL has greatly improved the Domino backend. It's very needed to update also Notes frontend. Amd possibility to renew design of older apps is very helpful and welcome.

For Notes-Client applications styling changes are hard to perform. E.g. a design decision is made how to style action button bars (colors, fonts, etc.), the (background) colors of views, its fonts ets. This need to be changed manually for every single view, form etc. Very, very time consuming and probably erroneous.
Cascading Style Sheets had been made available for Notes Client several versions ago. But these work in the Client only partially and only for forms. But at least it was a step in the right direction.
CSS for other elements would be very helpful.
Web like UI is the Achilles heel of Notes. Please help!

This feature will be very useful, HCL has greatly improved the Notes / Domino backend (increased summary and database limit size, DQL, QRP, NotesHTTPRequest, NotesJSONNavigator, transaction methods, AppDev package, security improvements and many other features ), the most important thing now is for HCL to start devoting more time, resources and effort to working on the front-end applications for Notes and Nomad.
With apps with a modern UI, I'm sure the marketing team will be able to sell the product to new customers and bring back the good times of Notes / Domino as a great platform for enterprise apps.
There's not really adequate information in this to make an educated vote. How would it do it? What would it do with styles applied within forms? Change all font styles etc. too many questions.
I have a configurable product called XPager (http://www.effichange.com/home ) that was originally designed to automatically convert Notes client applications to XPages. Later, due to customer requests and with a minimal effort, I was able to create a configuration to automatically convert Notes Client applications to AngularJS and ReactJS using Domino or Darwino as a back end.
HCL looked at the XPager previously in the context of converting Notes client applications automatically to ReactJS using the Domino AppDev.
If HCL (or any HCL partner) has a renewed interest in automatic conversion of Notes client applications and would like to invest resources into producing a “ReStyler”, I am open to work together with HCL and provide the XPager technology to create a new configuration to easily address the “ReStyler” need and make this technology available to all users.

if the project is to dxl export / import and change fonts, colors etc I would vote against.
if the project is to extend THEME and CSS support in Notes Clientand be able via applying a theme to overide old look and feel then I would vote YES.
But the most surprising thing for me on the webcast, when selecting which platform to restyle, is there was not a pure "web" one. Nomadweb etc ok... but 99% of our new apps are browser only.
