When this idea is implemented, Notes should also get rid of the implicit IDs of shared actions.
Consider two templates that both use different shared actions. If you copy a view that uses shared actions from one template into the other, suddenly there are other actions shown in the action bar. The output can't be predicted because the shared actions seem to use IDs that can't be edited.
