`data/workspace/applications/eclipse` directory is included as a Directory entry in the default active Target Platform on new installations and upgrades

This is a bug that appeared in 9.0.1FP10, with the Eclipse refresh, and has remained consistent since then. I blogged about it at the time, and the description remains true up through 11.0.1FP2: https://frostillic.us/blog/posts/2018/10/19/058650e080e352178525832b00519d2c . The upshot of it is that the default Target Platform contains only `${eclipse_home}` but not `data/workspace/applications/eclipse`, as it had in previous versions. This manifests as XPages libraries being available to Designer-the-app and thus showing up in the Xsp Properties editor, but then the bundles not being resolvable to the PDE compiler/dependency part.
