Ability to limit number of mails per IP/hostname address.

We have multiple mail applications that is constantly sending email to our Domino server.

Would like to have a ability to limit the number of email certain IP/hostname can send to Domino server at a time.

Example:
Only 10k mail will be able to send per 30 mins from a spacific IP/Hostname. After 30 mins, the IP/Hostname can send another 10k mail. If more than 10k mails are sent within 30 mins, it will be rejected by the server.

So after 10k emails you want Domino to create a non delivery report and send the email back to the sender (reject)? Not sure that sounds like a good idea.

Instead I suggest to use network throttling which is available today and does not need any modification on the application layer.
