Add support for http QUIC protocol on Domino

The HTTP QUIC protocol (enabling HTTP/3) is an enhancement on the transport protocol layer between http clients and servers, and offers much lower latency.

As such, QUIC provides a more seamless consumption of web services, particularly on high-speed low latency networks (e.g. 5G and faster).

QUIC is also significantly reducing latency for clients, which are physically far away from the server (i.e. thousands of kilometers).

QUIC is based on UDP (rather than TCP) and provides flow control (i.e. to initiate retransmission of missing packets) on the QUIC level, as UDP does not provide that.

Lower latency is achieved by a combination of UDP and by embedding the TLS negotiation into the QUIC protocol.

QUIC was first drafted in 2015 and has been confirmed an IETF internet standard by May 2021 in RFC 9000.
