TOTP (MFA) Scratch code - set expiry date and limit number of codes generated

When Scratch codes are generated for TOTP setup there are 10 codes generated with no expiry date and I have the following suggestions :

1) Add an "Scratch Code Expiry Time (hrs)" so administrators can set the code to expire for example after 48 hours, the default value can be blank so no expiry

2) Add a "Scratch Codes Generated per request" by default this can be 10 but allow administrators to reduce to 1 code per request

The purpose of scratch codes is to alllow a fallback for sitations when your 2FA device is unavailable (e.g. cell phone out of battery power, bricked, etc.). An expiration time for scratch tokens to be 48h would result in a hard dependency to your 2FA device.

Furthermore, how would you generate scratch codes on request if you can not authenticate anymore due to the unavailability of scratch codes?
