Add option "Set value and prevent settings" for Custom Settings in Desktop policy.

If Administrator wants users to prevent changing some values for Desktop, Administrator can set Desktop policy with "Set value and prevent settings" in some options.

However, according to "Customer Settings" tab in Desktop policy, there is no "Set value and prevent settings" option.

So, for example, users can change "Theme" of "Windows and Themes" in Preference if Administrator set the Desktop policy.

The customer wants to add an option "Set value and prevent settings" in "Customer Settings" tab in Desktop policy.

This enhancement has also been submitted in SPR TKAAAAACD5.
