OpenSource Language Strings to allow anyone to contribute to language translations

HCL products are translated to a number of languages - customers want to help with improving and enhancing those translated strings.

Open Sourcing language strings would allow customers and partners to contribute to language translations to e.g. update translated strings in the product. and (hyporthetically) even allow a new language translation to be provided.

Idea is to host those language translations on (e.g.) HCL Github and accept pull requests from customers and partners.
