With SecurTrac Mail Monitor, you can monitor "illegal open". This will be triggered when someone reads a message in mail file but the initiator is not the mail file owner or delegates.
This has had the status changed to "Already Exists" but the proposed solution is something quite different to what was requested.
Closing this idea as already exists because (as stated in the previous comment) it is already possible to configure your environment so that admins do not have access to the user's mail file.
If ACL is correctly set-up, administrators need "Full Access Administration" to access a user mailbox.
This event is logged. If someone gets that type of access, just set-up a notification.
