If only one Domino server can start in a cluster environment,

Please listen as the RNRMGR task is waiting for updates from the cluster server and will be initialized.

I would like you to provide a command to complete the initialization of the RNRMGR task.

I believe this will allow you to reserve a conference room.

Sounds a little bit ridiculous. Just contact the server by a client and make the reservation. I don't see no need for a command for such a rare event.

All Domino servers may be stopped due to a legal power outage.

When restarting the OS after inspection, there may be a case where the OS does not start due to a power supply problem, etc.

Conference room reservations will not be available until all servers in the Domino cluster configuration are started.

I would like a way to force this to work.

I thought that console commands would be appropriate as an easy-to-use method.

Why a console command? The admin console is typically not supposed to modify any contents. Can you explain more about the background of your request?
