Include jcmd tool with Domino installations

Now that 14.5FP1 has a JVM that includes JFR, it would be very handy to have the jcmd tool from the JDK included in the default installation. This would make it much more practical to be able to use JFR in production environments without trying to coax administrators into kitbashing their JVM or having a separate JDK on the server.

In my experience, just copying that executable from a normal Semeru JDK download works fine.
