The Domino 'Repair' feature should work for locally-encrypted databases

HCL Domino Symmetrical Cluster "repair" feature (introduced in V10) maintains database consistency across cluster members by ensuring identical file structures and repairing damaged/missing databases using donor replicas. Unfortunately, this feature ignores locally-encrypted databases on the donor servers with the log entry:

"Locally encrypted databases are not eligible for repair"

When moving servers into the cloud, many organisations are enforcing local encryption as an additional security measure. This is disabling "repair" (a very important fault tolerance feature) at the same time.
